{"id":1333,"date":"2025-10-31T22:36:26","date_gmt":"2025-10-31T19:36:26","guid":{"rendered":"https:\/\/ghidurideseuri.ro\/?page_id=1333"},"modified":"2025-11-13T11:07:48","modified_gmt":"2025-11-13T08:07:48","slug":"task-d-2-ghid-privind-monitorizarea-durabilitatii-proiectelor-smid-finantate-in-cadrul-poim","status":"publish","type":"page","link":"https:\/\/www.ghidurideseuri.ro\/en\/biblioteca\/task-d-2-ghid-privind-monitorizarea-durabilitatii-proiectelor-smid-finantate-in-cadrul-poim\/","title":{"rendered":"Task D.2 Guideline on monitoring the sustainability of IWMS projects funded under ENV SOP\/LIOP"},"content":{"rendered":"<p class=\"translation-block\">The Guideline aims to deepen understanding of how to complete the <em>Monitoring Report regarding project sustainability for the waste management<\/em> sector and of how to calculate and monitor IWMS projects performance\/result indicators, thus supporting beneficiaries and authorities in evaluating the sustainability of performed investments.<\/p>\n\n\n\n<p class=\"translation-block\">The document was drafted in accordance with the Applicant\u2019s Guidelines, the Framework Financing Agreement, and <em>MA LIOP\u2019s Instructions 21\/09.05.2019<\/em>, thereby ensuring compliance with national and European requirements for the sustainability of projects financed with public funds.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><span style=\"color: var(--theme-palette-color-1, #007f5f);\" class=\"stk-highlight\">To whom is the Guideline addressed?<\/span><\/strong><\/h3>\n\n\n\n<p>The Guideline is addressed mainly to IWMS project beneficiaries, namely County Councils (CCs) and Intercommunity Development Associations (IDAs) responsible for IWMS implementation and operation, as well as to MIEP, with a view to monitoring projects during operation and post-implementation regarding the achievement of performance\/result indicators.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><span style=\"color: var(--theme-palette-color-1, #007f5f);\" class=\"stk-highlight\">What you will find in the Guideline?<\/span><\/strong><\/h3>\n\n\n\n<p>The Guideline has the following sections:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"translation-block\"><strong>Chapter 1 Introduction<\/strong> \u2013 presents the Guideline context, scope, and structure, explaining the purpose of sustainability monitoring throughout the lifecycle of IWMS projects;<\/li>\n\n\n\n<li class=\"translation-block\"><strong>Chapter 2 General aspects regarding IWMS projects sustainability<\/strong> \u2013 describes basic principles and criteria used in evaluating waste projects sustainability, according to the LIOP framework and GO 92\/2021;<\/li>\n\n\n\n<li class=\"translation-block\"><strong>Chapter 3 Reporting on IWMS projects sustainability<\/strong> \u2013 elaborates on the structure and contents of the Monitoring Report, including details on how to complete it, on performance indicators, and the mechanisms employed when tracking results;<\/li>\n\n\n\n<li class=\"translation-block\"><strong>Chapter 4 Reports verification and approval<\/strong> \u2013 explains how competent authorities review, verify, and validate the reports, and describes the communication stages between beneficiaries and MA LIOP;<\/li>\n\n\n\n<li class=\"translation-block\"><strong>Chapter 5 Final considerations<\/strong> \u2013 succinctly presents several key recommendations for efficiently applying the Guideline and continuously improving reporting and monitoring processes.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><span style=\"color: var(--theme-palette-color-1, #007f5f);\" class=\"stk-highlight\">Annexes and working instruments<\/span><\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Annex 1: Standard Model of a Monitoring Report on IWMS project sustainability, including reporting structure, mandatory indicators, results, and conclusions.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><span style=\"color: var(--theme-palette-color-1, #007f5f);\" class=\"stk-highlight\">How was the Guideline elaborated?<\/span><\/strong><\/h3>\n\n\n\n<p>The document was further elaborated through consultations with the EIB PAS Team and MIEP representatives, who provided thorough, valuable advice and feedback on defining requirements and monitoring indicators.
