It focuses on the technical, operational, and monitoring aspects essential to the sustainable operation of such installations.<\/p>\n\n\n\n<p>The objective of the Guideline is to support local and county authorities in efficiently implementing and managing IITD, thereby improving the performance of municipal Integrated Waste Management Systems and achieving circular economy objectives. The Guideline was prepared following extensive consultations with EIB PAS experts and reflects good practices in the waste sector.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><span style=\"color: var(--theme-palette-color-1, #007f5f);\" class=\"stk-highlight\">To whom is the Guideline addressed?<\/span><\/strong><\/h3>\n\n\n\n<p>The Guideline is mainly addressed to Intercommunity Development Associations and County Councils in charge of IWMS implementation and monitoring, to competent authorities in the field of environmental protection, as well as to regulatory authorities involved in the process of endorsing the construction and authorization of IITD operations.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><span style=\"color: var(--theme-palette-color-1, #007f5f);\" class=\"stk-highlight\">What you will find in the Guideline?<\/span><\/strong><\/h3>\n\n\n\n<p>The Guideline is organized in six chapters<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"translation-block\"><strong>Chapter 1 Introduction<\/strong> \u2013 presents the context in which the Guideline was prepared and the topics covered;<\/li>\n\n\n\n<li class=\"translation-block\"><strong>Chapter 2 Applicable legal and institutional framework<\/strong> \u2013 details upon relevant legislation and responsibilities of institutions concerned with IITD design, operation, and monitoring;<\/li>\n\n\n\n<li class=\"translation-block\"><strong>Chapter 3 Technical specifications<\/strong> \u2013 describes key technological processes (mechanical treatment, anaerobic digestion, bio-drying), including treatment flows, biological stages, and technological parameters;<\/li>\n\n\n\n<li class=\"translation-block\"><strong>Chapter 4 Preliminary conditions for sustainable IITD<\/strong> \u2013 presents key requirements for a successful implementation of IITD projects, including necessary infrastructure, technical requirements, and mass balance of treated waste flows;<\/li>\n\n\n\n<li class=\"translation-block\"><strong>Chapter 5 Operational standards<\/strong> \u2013 provides guidelines regarding IITD operation, maintenance, health and safety, works records, spare parts, and emergency situations management, laying out also the necessary steps for IITD final reception and commissioning;<\/li>\n\n\n\n<li class=\"translation-block\"><strong>Chapter 6 Aspects regarding the monitoring of IITD activities<\/strong> \u2013 presents the key parameters for technological processes monitoring, providing examples of frequent nonconformities accompanied by practical solution proposals for remediation.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><span style=\"color: var(--theme-palette-color-1, #007f5f);\" class=\"stk-highlight\">Working instruments and practical recommendations<\/span><\/strong><\/h3>\n\n\n\n<p class=\"translation-block\">The Guideline includes <strong>useful recommendations and instruments<\/strong> for: (i) monitoring the performance of IITD installations and accepted waste; (ii) observance of environmental indicators; (iii) ensuring continuous control and improvement of treatment processes.
