Its objective was to ensure a unitary approach to defining and implementing performance indicators (PIs) within the Integrated Waste Management Systems (IWMS) and to the application of penalties in the event of failure to achieve them.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><span style=\"color: var(--theme-palette-color-1, #007f5f);\" class=\"stk-highlight\">To whom is the Guideline addressed?<\/span><\/strong><\/h3>\n\n\n\n<p>The Guideline is addressed firstly to the representatives of Intercommunity Development Associations (IDAs) and county councils (CCs).<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><span style=\"color: var(--theme-palette-color-1, #007f5f);\" class=\"stk-highlight\">What you will find in the Guideline?<\/span><\/strong><\/h3>\n\n\n\n<p>The Guideline combines theoretical information with practical expertise acquired through collaboration with five pilot IDAs (ADI IWMS Covasna, IDA ECODOLJ, ADIS Ia\u0219i, IDA ECODES S\u0103laj, and ADID TIMI\u0218). You will find out how to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>Define and monitor performance indicators<\/em>;<\/li>\n\n\n\n<li><em>Apply penalties correctly.<\/em><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><span style=\"color: var(--theme-palette-color-1, #007f5f);\" class=\"stk-highlight\">Included working instruments<\/span><\/strong><\/h3>\n\n\n\n<p>The Guideline includes practical instruments facilitating the monitoring and application of penalties:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"translation-block\"><strong>Model for monitoring performance indicators (Annex 2)<\/strong> \u2013 an essential tool for IDAs, who are in charge of verifying and monitoring activities carried out by waste operators;<\/li>\n\n\n\n<li class=\"translation-block\"><strong>Model for penalty setting and landfilling costs coverage (\u201cCEC\u201d - Annex 3)<\/strong> \u2013 this model aids in calculating penalties related to the <strong>Circular Economy Contribution (CEC)<\/strong> and landfilling costs coverage;<\/li>\n\n\n\n<li class=\"translation-block\">Calculation flows for both payment mechanisms\u2014<strong>fees<\/strong> and <strong>tariffs<\/strong>\u2014provide a full picture of the implementation process at the IWMS level.<\/li>\n<\/ul>\n\n\n\n<div class=\"wp-block-buttons is-content-justification-right is-layout-flex wp-container-core-buttons-is-layout-d445cf74 wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button\"><a class=\"wp-block-button__link has-palette-color-8-color has-palette-color-1-background-color has-text-color has-background has-link-color wp-element-button\" href=\"\/wp-content\/uploads\/2025\/10\/A1.1-Ghid-Indicatori-Performanta_Feb-2024.zip\" style=\"border-radius:18px\"><strong>Access the full Guideline<\/strong><\/a><\/div>\n<\/div>","protected":false},"excerpt":{"rendered":"<p>Ghidul a fost elaborat pentru a sprijini aplicarea noilor reglement\u0103ri din sectorul de\u0219eurilor, valabile \u00een februarie 2023.
